My initial impressions are that it’s a god thing, the original quality score ensured you couldn’t be outbidded on a keyword by an irrelevant (but high spending) ad, I trust Google and any updates would only mean that it’s an improvement. Richard Ball disagrees and thinks its about Google wanting us to spend more money… I think cutting the minimum bid and telling us what it will cost to get on the first page might make for higher bidding… but only for people with low quality scores.

If you already have a good quality score, think of this as a higher barrier to competition with you on your better keywords (although I stand ready to eat my hat if necessary. Time and data will tell).

edit: It seems Richard is not the only pessimist, although other people agree with me
